The owner must explicitly confirm the first organization and administrator. The account owner then sets a password. This page does not create accounts automatically.

- Confirm the first organization, administrator username and setup method.
- The server records the setup authorization and enables initialization.
- The account owner enters a password and explicitly confirms the organization administrator role.
